Can you take the arduino chip out of the arduino?

I have a pulse width modulation circuit set up on my arduino. Is there a way to take the chip out and connect it to leds? Can anyone explain this sim…

    i need a low cost PIC programmer micro controller? read question first please?
    i heard of Arduino uno but that already has a PIC installed. is there any that i can just put the pic chip and program it then take it off and use it for what i need it to do?
